Foreign language is a language which is originally from a different country than yours. It's not recognized as the official language in your country. Second language on the other hand is a language that is spoken where you are from but still that's not your native language.

For example, if you're from Iran and your native language is Persian and now you live in Russia for a while, Russian is a foreign language to you. 

If you're from Russia and you live in a place in Russia where people also speak Ukranian, Ukranian is a second language to you. 

You learn a second language often naturally when you're young because people actually use it where you live. However, learning a foreign language often needs an artificial environment like a foregin language classroom with a teacher and a coursebook.
