Unfortunately I'm not sure to agree with you. The word "way" is the keyword in this term, not "worst". You know there is a phrasal term of "in the worst way", meaning "very much".

"At worst" is an independent phrase and I agree that we can use it in this sentence, but without using "way".

Anyway, when we search the exact terms of "in the worst possible way" and "at the worst possible way", several links are found for both. Maybe both can be used.
