Although the accepted translation for لایحه is "bill" when I compared "2014 budget bill" with "2014 budget proposal", the latter had by far more results than the former. Also regarding the year for which the budget is proposed, I found that the word "fiscal" is used before the year. Finally دستور کار could be translated to "agenda" and this is the exact equivalent in English. So thanks to your offers, I think this sentence could be thought of as well:

Fiscal year 1393 budget proposal was put on the parliament's agenda (to be discussed).

Then, this sort of usage of word 'Fiscal' sounds a bit awkward to me. However it might be due to my first exposure to it. Moreover, the word 'budget' seems to carry the intended money-related meaning and hence put the word 'Fiscal' at a redundant position. 'Agenda', However, has my attention. It seems all right for the context. Altogether, My rectified offer would be:
