" catch-phrase " as you described it is related to "Old-sayings" and often used by famous people , meaning it`s mostly related to the cultures . kinda makes me feel it means : "ضرب المثل" .

now what about this :

تیکه کلام فلانی اینه : فدای تو

همش اینو تو حرفاش میگه.

Well, Obviously it is not either said by a popular person or written in any culture`s special phrases .

How should i translate it ? "catch-phrase" works fine ?

A catchphrase is a slogan, or a saying, or a quotation, even a motto. It is a phrase in wide or popular use, especially one serving as a slogan for a group or movement.

A pet phrase is a phrase that an individual uses repetitively.

فرقی که بین pet phrase و catch phrase وجود داره اینکه catch phrase توسط افراد سرشناس مصطلح میشه برای مثال توسط یه نویسنده یا یه بازیگر به این نحو عامه مردم اون تکه کلام رو میشناسن ولی pet phrase به تکه کلامی گفته میشه که توسط هر فرد عادی گفته میشه به عبارت دیگه هر فردی میتونه یه pet phrase خاص بره خودش داشته باشه.

Other answers already showed the difference between a 'catch phrase' and a 'pet phrase'. They demand certain contexts to be correctly used. 

Here's another suggestion, 'verbal tic'. some examples would be 'you know, umm, so, like' and in your case 'you know what I'm saying?'
