What does "handle up" mean

I have not read the article fully myself! However, I suspect UE stands for Ultimate Ears as the article is talking about intelligence and security of EU. As European Council is mentioned in the Protection of European Union classified information (EUCI).  RESTREINT UE could be the same as EU RESTRICTED in French.

Please be aware that “handle up” is not a phrasal verb here because the writer is saying that the first channel handles information up to somewhere and stops there. Therefore, “up” does not belong to “handle” rather completes the meaning for “to”!
