سلام. خیر modal verbs نیستند. عبارت مصدری to be going to که بعد از آن ریشه فعل یا مصدر بدون to می آید، برای نشان دادن انجام کاری در زمان آینده نزدیک است:
to be going to: followed by a verb in the infinitive, allows us to express an idea in the near future.

و بعد از مصدر to want یا فعل want، (اکثراً) فعل به صورت مصدر با to می آید؛ وقتی به معنی need باشد به صورت -ing form می آید. به کاربردهای زیر دقت کنید:
