Leaving comment prior to being able to down-vote an answer! For or against?!

Hey all,

The current policy of compulsion of leaving comment prior to being able to down-vote an answer makes it clear for the owner of the answer to find out who did it & regardless of whether or not the criticism is fair, it brings about hostility and following consequences like seeking revenge in other occasions. Yous have undoubtedly faced such stuff yourselves. I'm hereby asking the dear admin to design some sort of facility to make it possible just for him/her to be able to see the comments resulting in down votes.

For my money, If there is a need to down-vote, others should know about the

reason(s) to make their own judgements on whether it's fair/correct/or not,

even if it brings about hostility and following consequences like seeking

revenge in other occasions that I have faced such stuff myself.

I'm hereby asking the dear admin to make, "the current policy of compulsion

of leaving comment prior to being able to down-vote answers", possible for

down-voting the questions too.
