The structure of the
argument can be used to specify a variety of collection parameters: sampling
intervals, precision, fusion techniques, cross-cueing, etc
Ideally, the hypothesis
to be tested can be specified in enough detail that these tasking parameters can
be automatically extracted and passed to the appropriate collectors

the necessary data already exists, it can be found and used without the need to
task scarce ISR resources.
